It is apparently now allowed, by order of Army Chief of Staff General Peter Schoomaker, that prisoners can be executed at any U.S. Army installation not just Fort Leavenworth, Kansas. The writer's analysis of this information appears to be the logical conclusion:
"Analysis: It is highly likely that the U.S. military changed this rule for the sole purpose of authorizing executions at Guantanamo Bay or other oversees prison facilities due to the fact that very few U.S. servicemen are currently awaiting execution.
